The role of any organisation is to have motivated staff working hard to achieve the purpose of that organisation. Public or private sector. When staff are engaged and enthusiastic then people work to achieve better results. People stay after work has finished to complete something which will make everybody in the organisation look better. It’s just the way to perform at a high level.
