Here is a copy of the email which Dawn Baxendale sent about the new positions at CCC on Friday afternoon:
I am advising you that we are implementing a new Executive Leadership Team and Group Structure at the Council from next Monday 8 March. I am introducing this change because as a Council we need to change the way we work so we can deliver best possible services to our residents.
I want to start by acknowledging the current Executive Leadership Team which was in place when I started here in 2019, for their support and their commitment to both this organisation and our city.
I announced the new structure late last year. It halves the number of General Managers in the Executive Leadership Team from six to three and reduces the number of groups.
The new structure draws together the external services into two groups – an unchanged Citizens and Community Group led by the current General Manager of this group, Mary Richardson, and the other group is Infrastructure, Planning and Regulatory Services. I am delighted to announce that Jane Davis, the current Chief Executive of the Carterton District Council has accepted this role. She will start in this new role on 8 June.
Jane has been involved with a range of councils at both regional and territorial authority level, including General Manager Strategy and Community Engagement for the Greater Wellington Regional Council and Planning Group Manager for the Wellington City Council. She is a qualified planner
The third group is a Resources Group with functions including Finance, Human Resources and IT. Miles McConway, who is Director, Finance and Corporate Services at Environment Canterbury (Ecan), has accepted the new role as General Manager Resources. Miles is a senior business leader with over 30 years’ experience in the local government sector in a variety of roles, including leadership of functions as diverse as finance, corporate services, information technology, asset management, shared services and human resources. Miles will start on 3 May.
Lynn McClelland, who is the current Executive Director. Student Services and Communications at the University of Canterbury, has accepted the new role as Assistant Chief Executive. She will lead a directorate with functions including strategic policy and performance. Lynn recently celebrated ten years at the University and in her time in this role she developed the strategies needed to better position the University to manage the impact of the post- earthquakes and current Covid-19 environments. She has considerable experience working across Central Government, and the public and private sectors. Lynn will start on 12 April.
I am looking forward to us all working collaboratively in this new structure.
Once this change is fully in place in coming weeks, the new executive team will focus on how to deliver the Council’s ambitions as set out in our Long-Term Plan.
