Brendon argues in his paper, which is below, that wastewater should not be part of the 3 Waters proposal. This makes sense as in Christchurch the roads and the riverbanks are part of what makes the storm water system work. How will this new agency, as proposed by government, delineate between what is the responsibility of a local council and that of their proposed new undemocratic structure?
This is a very thoughtful article, some of which I would dispute, however it really highlights something which has not been discussed in any great depth publicly.
