How New Zealand can better connect businesses with untapped local talent.

In New Zealand, businesses struggle to find the right staff – and jobseekers struggle to unlock their potential – because we under-invest in welfare-to-work policies.
The welfare system should help jobseekers fix their skills deficits and employers fill positions. It should function like a pipeline of talent, connecting the right jobseeker with the right employer.
Our report sets out evidence-based ideas for unblocking that pipeline, through training, wraparound support, and new roles for government, businesses and NGOs. This includes the development of flagship policies, such as the Circuit-Breaker Job Guarantee – work placements for long-term unemployed youth – and Launching Pads for Employment – a mutual aid system for jobseekers.
IDEA was founded on the belief that viewpoints, concepts, and policies should be assessed on their merits, rather than their political affiliations. Drawing on arguments from across the spectrum, The Pipeline of Potential has honoured this foundational premise, reaching across the political divide with ideas that can command widespread support.
